Approve Purchase of Teaching Through Text Sets from Teacher Created Materials Publishing (Sole Source Provider) for the English Language Learners (ELLs) Language Enhancement Camp for the Extended Learning Program (Office of Teaching and Learning)
EXECUTIVE SUMMARY
A priority for Hillsborough County Public Schools Programs for ELLs is language acquisition. In keeping with the philosophy that literacy is the foundation for academic success, the district is dedicated to seeking ways to ensure that the language acquisition gains of ELLs are maintained and monitored throughout the year.

The Language Enhancement Camp is a literacy based program that combines authentic content reading and hands on experiences coupled with audio assisted learning to help ELLs continue developing word recognition, vocabulary, and fluency in English. Classroom instruction and activities will address all areas of language learning: listening, speaking, reading, and writing in order to reinforce the language acquisition for recently arrived ELLs.

In accordance with the Florida Department of Education (FLDOE) Purchasing Policy 6A-1.012(11)(b), commodities or contractual services available only from a single source may be exempted from the competitive solicitation requirements.  When a school board believes that commodities or contractual services are available only from a single source as specified by the FLDOE, the district school board may negotiate on the best terms and conditions with the single source vendor.

Funds in the amount of $57,958.55 will be available in the Title III Grant. For tracking purposes, the project number specific to this agenda item is 3115. As of Wednesday, May 24, 2017, the remaining balance less encumbrances for this line item equaled $60,758.00.
EVALUATION
The most recent review of performance data for limited English proficient students participating in Extended Learning Programs reveals statistically significant academic progress in the areas of reading and writing.  At the conclusion of the 2017/2018 school year, Prismatic Services, Inc., will conduct a program evaluation analyzing student achievement data for the 2016/2017 school year.
