Approve Amendment 4 of Subcontract and Statement of Work (SOW) 11 with NCS Pearson, Inc. (Pearson), for Proofreading and Transcription Services for Blind and Visually Impaired Students (Educational Access, Opportunity, and Alternatives Division)
EXECUTIVE SUMMARY
We request approval of Amendment 4 of the Subcontract and SOW 11 with Pearson which extends timelines and defines activities related to the Florida Comprehensive Assessment Test (FCAT), Next Generation Sunshine State Standards (NGSSS), and End-of-Course (EOC) Assessments. Amendment 4, Paragraph 3 of the Subcontract extends the original subcontract through December 31, 2017, between Pearson and The School Board of Hillsborough County, Florida.  The following activities are described for the FCAT, NGSSS, and EOC administrations in SOW 11:
  • Provide third-party proofreading of both the contracted and uncontracted braille version in both the previous braille code (English Braille American Edition) and the new braille code (Unified English Braille) of the FCAT, NGSSS, and EOC Assessments including Retakes;
  • Provide the proofreading/editing of the Braille Scripts and the Braille Notes for the FCAT, NGSSS, and EOC Assessments; and
  • Transcribe student Braille responses onto scanable print answer books for the FCAT, NGSSS, and EOC Assessments.
Funding for this initiative was awarded to Pearson by the Florida Department of Education (FLDOE).  Pearson was awarded a Prime Contract by FLDOE to provide products and services in accordance with FLDOE’s Request for Proposal No. 16-660 for the Florida Standards Based Assessment System. The Florida Instructional Materials Center for the Visually Impaired (FIMC-VI) is a statewide resource center assisting Florida’s 67 school districts with the specialized materials needs of blind and visually impaired students.  FIMC-VI operates under FLDOE through an annual agreement with Hillsborough County Public Schools.  It is the practice of Pearson to sign negotiated contracts after School Board approval.

FINANCIAL IMPACT (Budgeted:  Yes)
If approved, Pearson will reimburse the district in the amount of $56,519 for services provided and the funds will be included in the divisional special revenue/federal programs budget. For tracking purposes, the project number specific to this agenda item is 3339. There is no additional cost to the district.
EVALUATION
Pearson and FLDOE will review the status of each task to ensure expected progress is being made in a timely manner.
