Approve Agreement for Technical Services with Barnes and Noble Booksellers for the Purchase of Books and Use of Facilities for the Purpose of Conducting Quarterly Family Literacy Events (Office of Teaching and Learning)
EXECUTIVE SUMMARY
The Office of Programs for English Language Learners (ELL) supports parent engagement and English language acquisition through a variety of family literacy initiatives.  Over the past six years, our ELL and their families have participated in quarterly Literacy Nights and/or Spanish Story Times at their neighborhood Barnes and Noble.  This community partnership has enabled the district to recognize and honor the importance of culture and heritage, as well as establish a foundation for building a print-rich environment in the home for approximately 4,000 families.  Annually, supplemental resources are distributed to all elementary schools throughout the district to support site-based literacy initiatives for ELL and their families who are unable to attend the scheduled districtwide events.  These supplemental resources are utilized to support ELL at community and district events such as National Welcoming Week, Pasos al Futuro, and Migrant Program Family Outreaches.

Furthermore, this partnership has resulted in national recognition for the South Tampa Barnes and Noble location whose Community Relations Manager was awarded the Region 5 Above and Beyond Award.  This partnership has served as a model for replication across the nation.

Funds in the amount of $65,000.00 will be available in the Title III budget. For tracking purposes, the project number specific to this agenda item is 3161. As of Wednesday, August 17, 2016, the remaining balance less encumbrances for this line item equaled $65,000.00. Title III federal funding requires districts to support family engagement and outreach initiatives. 
EVALUATION
During the 2015/2016 school year, 3,386 books were purchased and distributed to all elementary schools throughout the district to support supplemental literacy initiatives for ELL and their families.
