Approve the Purchase of a District License from Future Plans USA (Sole Source Provider) for College and Career Readiness Planning (Workforce Connections)
EXECUTIVE SUMMARY
The Department of Career and Technical Education, in collaboration with Guidance Services, proposes the renewal of the implementation of an online College and Career Readiness planning tool called “Future Plans” with all 10th grade students. Future Plans is an interactive program which helps students discover their talents, interest, and work values so they can choose the education pathway that best fits their potential career choices.
 
The district may terminate this Agreement by ceasing to use the software and documentation, and notifying Future Plans USA of such termination. This agreement is valid for a term of one year (projected to be September 1, 2017, through August 31, 2018) with no renewals.

Future Plans USA is a sole source product, manufactured, sold, and distributed exclusively by Future Plans USA.  In accordance with the Florida Department of Education (FLDOE) Purchasing Policy 6A-1.012(12)(d), commodities or contractual services available only from a single source may be exempted from the competitive solicitation requirements.  When a district school board believes that commodities or contractual services are available only from a single source as specified by the FLDOE, the district school board may negotiate on the best terms and conditions with the single source vendor.

This software license is subject to renewal on an annual basis.  Funds in the amount of $50,000 will be available in Project 3328 – Secondary Perkins Grant. This purchase has two quotes and will be made in two phases. Phase 1 will be to purchase 10,000 licenses and training. Phase 2 will be to purchase an additional 6,500 licenses, only if necessary.
EVALUATION
In 2016/2017, Future Plans was used by 13,534 students at 31 high school and career centers. The students' highest demanded career clusters were 1) Health Science, 2) Law, Public Safety, Corrections & Security, and 3) Manufacturing. District staff are in the process of reviewing the school-level results with administrators to drive instruction and programming for future school years.
