SUBJECT / RECOMMENDATIONS
Approve the Exceptional Student Education (ESE) Special Programs and Procedures (SP&P) Document for 2016/2017 through 2018/2019 School Years
EXECUTIVE SUMMARY
The attached ESE SP&P document, which has received the prior approval of Florida Department of Education (FLDOE), provides a framework for the day-to-day operating procedures to be utilized by the district in providing a free appropriate public education to students with disabilities, in alignment with current State Board of Education Rules, State Statutes, the Individuals with Disabilities Education Act (IDEA) and its implementing requirements per the Code of Federal Regulations at Section 300 of Title 34.    

The original contents of the attached SP&P document were provided on a template created by FLDOE with specific and detailed instructions to the district regarding any required or optional district-specific information to be added.

Development of the final SP&P document, effective for the 2016/2017 through 2018/2019 school years, utilized a collaborative process which included the input of parent representatives of students with disabilities, district personnel from a variety of departments within the Division of Educational Access, Opportunity, and Alternatives, and personnel from Florida Department of Education’s Bureau of Exceptional Education and Student Services (BEESS).  

The attached SP&P document requires the signature of the Superintendent verifying that the document has been approved by the School Board; and that the attached SP&P document, which has been previously approved by FLDOE, has not been altered in any way.

This agenda item has no financial impact to the district.
EVALUATION
Federal law mandates that the FLDOE must monitor and provide oversight to the district in its implementation of the ESE SP&P.  The district complies with the monitoring system activities, directed and coordinated by the FLDOE.
