Approve Appointment of a Design Professional and Construction Manager for High School TTT
EXECUTIVE SUMMARY
A new high school is included in the 2016-2017 District Facilities Five Year Work Program to support recent and future growth impacting East Bay and Lennard High Schools.  The school will be built on Balm Road (CR 672), east of US Route 301 in the South County Region on property owned by the School Board.  The school will open in August 2020 for the 2020-2021 school year.
 
Florida Statutes and School Board policy outline the process and requirements for selection of architects, engineers, and construction managers.  The process (Attachment A) provides for the identification of the most highly qualified firms by a Professional Services Selection Committee (Attachment B) that includes representatives from several District divisions and the community participating in this selection and the organization represented by each.
 
Eight design professionals and eleven construction managers responded to the solicitation (Attachment C).  Final results of the Committee's evaluation of these firms at each phase of the process are shown in Attachments D and E.
 
Staff has successfully concluded negotiations with the firms deemed most highly qualified by the Selection Committee to provide the required services.  Based on the Selection Committee ranking and successful negotiations, staff recommends appointment of the firms and award of the corresponding fees as indicated below: 
  • Harvard Jolly, Inc. to provide design services for a fixed fee of $2,985,476.
  • Core Construction Services of Florida, LLC to provide construction management services for a fixed fee of $1,657,000.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $49,453,447.00 will be available in the Impact Fees fund. For tracking purposes, the project number specific to this agenda item is 8620. As of Wednesday, August 9, 2017, the remaining balance less encumbrances for this line item equaled $49,453,447.00.
