Approve Agreement for Technical Services with Education Analytics, Inc. (EA) to Provide Statistical Analysis of Value Added Models (VAM) to Inform the Evaluation System (Human Resources Division)
EXECUTIVE SUMMARY
Hillsborough County Public Schools (HCPS) was one of the first school districts in the nation to develop end-of-course assessments and integrate student achievement on these exams into a multiple measures system that drives a range of human capital management decisions, including employee evaluation and performance-based compensation. The use of student growth to inform the teacher evaluation system has been in ongoing development since 2006, and has been the direct result of collaboration between HCPS and multiple district stakeholders, including the Hillsborough Classroom Teachers Association (HCTA). One of the fundamental decisions made by the district and these stakeholders’ groups is that all teachers should be included, and that their VAM scores should correspond to student growth in their specific subject. Consequently, HCPS is a national leader in the inclusion of traditionally “non-tested” subjects in such models.  The Agreement for Technical Services and associated Statement of Work describes how EA will support the district in work with value added data relative to the teacher evaluation process.

FINANCIAL IMPACT (Budgeted:  Yes)
The District has negotiated a savings of $154,000 from the prior year's agreement. Funds in the amount of $296,000 will be available in the General Fund. For tracking purposes, the project number specific to this agenda item is 4415. As of October 27, 2017, the remaining balance less encumbrances for this line item equaled $296,000.
EVALUATION
Project and contract deliverables include: 

1) Data acquisition and quality checks.
2) Production of teacher and school value-added estimates.
3) Technical assistance and professional development to HCPS staff on understanding, interpretation, and use of value-added results.
4) Weekly status meetings to review the status of the work, address questions and risks, and modify plans when necessary.
5) Develop and provide a Technical Report addressing all technical components of the project.
