SUBJECT / RECOMMENDATIONS
Approve All Title I Projects and Funds, Based on Final Approval from the State, for the 2016/2017 School Year (Academic Support and Federal Programs Division)
EXECUTIVE SUMMARY
Title I funds will provide resources to support educational programs for approximately 90,000 children in 148 Title I public schools, 10 institutions for delinquent children, 7 institutions for neglected children, 7 institutions for at-risk youth, 44 non-public institutions, 6 eligible migrant high schools, 4 eligible migrant middle schools, and 16 eligible migrant elementary schools. The district has received only preliminary allocations for each Title I project. The preliminary allocations, which may include any allowable roll-forward amount are as follows:

Title I Basic: $68,835,560.00 (including estimated roll-forward funds along with Private school and Homeless set asides)
Title I Neglected and Delinquent: $805,676.00
Title I Migrant: $3,135,018.00
Title I Migrant PASS: $265,000.00

FINANCIAL IMPACT (Budgeted:  Yes)
This item is included in the district Special Revenue Federal Programs Budget. This project will provide the district approximately $73,041,254.00 in federal funds under Title I. For tracking purposes, the project numbers specific to this agenda item are 3107, 3129, 3159, and 3195. As of Monday, August 1, 2016, the remaining balance less encumbrances for this line item equaled $73,041,254.00.
EVALUATION
A comprehensive evaluation of the 2016/2017 Title I project will be completed in the fall of 2017. Separate evaluations will be completed for the district’s migrant, homeless, neglected and delinquent, and private school programs. The evaluations will address the specific objectives of each project application and will determine the impact that funds had in meeting those objectives. Data to be analyzed will include school grades, state and local assessments, data from advanced placement courses, teacher evaluations, survey results from homeless and neglected and delinquent programs, parent and community involvement, and professional development. The information will be used to better prioritize and direct federal dollars toward programs and initiatives that are closing current achievement gaps.
