Approve the Revisions to the Interlocal Agreements for School Facilities Planning, Siting and Concurrency with Tampa, Temple Terrace, Plant City and Unincorporated Hillsborough County
EXECUTIVE SUMMARY
Sections 1013.33(1) and (3) and (9) and (10) Florida Statutes requires coordination of planning between school boards and local governing bodies.  The School Board has entered into four Interlocal Agreements, one with each local jurisdiction in Hillsborough County in order to comply with these requirements.  These Agreements were last updated in 2008 to include the provisions for school concurrency. 

Within each agreement, the Council of Governments (COG) is designated as the oversight body reviewing  the coordination functions outlined.  After several years in practice, there was consensus among the Council of Governments and each jurisdiction to develop a more comprehensive approach to the annual oversight function by removing the COG annual meeting and in its place develop an annual report to be prepared by School District staff.  The annual report will be presented to the School Board and disseminated to each local government and the COG members. This annual report will be more informative and meaningful to the planning process providing information about growth and trends in student population, the community and related residential development, and highlight coordination efforts throughout the year.

The revisions to the Interlocal Agreements achieve the results agreed upon by staff, have been approved by the Council of Governments, Planning Commission, Plant City Commission, Temple Terrace City Council the Tampa City Council and the Board of County Commissioners (awaiting signed copy).  Prior to approving the revisions to the agreements, each local government had amended its Comprehensive Plan to recognize the change in oversight.  The revisions to the agreements do not change the type, method or level of review among the parties, only the annual oversight function.  The COG will continue to be convened should additional changes to the agreements be proposed in the future.

FINANCIAL IMPACT (Budgeted:  No)
There is no financial impact to the District from the proposed revisions to the Interlocal Agreements.
