Approve Service Agreement #ECA-C13-SA-GCS-FY17 with Eckerd Youth Alternatives, Inc. d/b/a Eckerd Community Alternatives (Student Services Division)
EXECUTIVE SUMMARY
Eckerd Youth Alternatives, Inc. is requesting to replace the current service agreement #ECA‑C13‑SA‑GCS‑FY16 (approved by the School Board on June 14, 2016) with the updated service agreement #ECA‑C13‑SA‑GCS‑FY17 due to the organization's change in language used in all agreements.  These language changes do not affect the current services provided.

Hillsborough County Public Schools (HCPS) has developed working relationships and services to support the educational success for students placed with licensed foster care families.  Several local providers including the Thirteenth Judicial Circuit and Eckerd Youth Alternatives, Inc. work together to support educational success for these students.

HCPS will provide a team of 5 employees during the 2016/2017, to include 2 high school counselors, 1 middle school counselor, and 2 school social workers, with one serving as the education court liaison.

Funds in the amount of $124,991.93 will be available in the General fund. For tracking purposes, the project number specific to this agenda item is 4238. As of Tuesday, September 27, 2016, the remaining balance less encumbrances for this line item equaled $124,991.93. This amount reflects HCPS remaining commitment from service agreement #ECA-C13-SA-GCS-FY16 after the first quarter payment of $41,242.03.

In addition to HCPS funds, Eckerd Youth Alternative, Inc. will provide a total of $166,416.06 which reflects the total paid under both agreements to the district for salaries, routine travel, benefits, and equipment/supplies.  Per this agreement, Eckerd Youth Alternatives, Inc. and HCPS will provide equal funding to support the work of this service agreement.

EVALUATION
Program services are evaluated on an ongoing basis.  Individual support, guidance, and progress monitoring is provided at school sites for each participating student.  The Supervisor and Coordinator of School Social Work Services meet with the program staff for program service planning and implementation.  An annual report of student achievement is provided in collaboration with the Department of Assessment and Accountability to make recommendations and improve services for youth.
