SUBJECT / RECOMMENDATIONS
Accept the Lowest Responsive, Responsible Bids Submitted by Grove Equipment Services, Inc. - Invitation to Bid (ITB) #16162-MST Tractor Repair and Related Services (Business Services Division)
EXECUTIVE SUMMARY
This bid was requested by the Sites and Utilities Department to provide tractor, labor and parts for maintaining the department's equipment including John Deere, Ford, Massey Ferguson, and Champ tractors, Bush Hog Cutters, Maletti, Pull Behind Disc, 3 Point Disc, Sitrex, and Fertilizer Spreader accessories. Award of this agreement shall be to the lowest responsive, responsible bidder(s), as specified in the bid. This recommendation has been reviewed by the Sites and Utilities Department Manager. 

The initial term of this agreement shall be for a one-year period, with four one-year renewals.  There is a 30-day termination for convenience clause included in this agreement. All prices offered are firm against any increase for at least one year from the effective date. This agreement will be reviewed and evaluated annually and may be renewed by the Superintendent, per the terms of the specifications.

Funds in the amount of $50,000.00 will be available in the Sites and Utilities department budget. For tracking purposes, the project number specific to this agenda item is 5331. As of Tuesday, January 31, 2017, the remaining balance less encumbrances for this line item equaled $172,887.32.
EVALUATION
Contract administration or evaluation is performed by the Project Manager (end user) and the Procurement Officer, who function as a team. Reviews are conducted annually or by utilizing an online vendor performance report. Prior to soliciting a new contract, the Contract Administration Team must first give consideration to the specifications and supporting data of the expiring contract.
