Approve Appointment of a Design Professional and Construction Manager for Classroom Addition at Sickles and Robinson High Schools

EXECUTIVE SUMMARY
The addition of classroom space is proposed for Sickles High School to alleviate overcrowding and accommodate future growth.  The project scope for Sickles High School includes space for 300 students, and repairs to existing stairs and handrails throughout the school.  The project scope for Robinson High School includes space for 300 students and relocation of the driver's education range.

Florida Statutes and School Board policy outline the process and requirements for selection of architects, engineers, and construction managers. Attachment A summarizes the process. The process provides for the identification of the most highly qualified firms by a Professional Services Selection Committee that includes representatives from several District divisions and the community.  Attachment C identifies the specific committee members participating in this selection and the organization represented by each.

Ten design professionals and sixteen construction managers responded to the solicitation for both projects.  The solicitation is included in Attachment B.  Attachments D and E record the results of the Committee's evaluation of these firms at each phase of the process.

Staff has successfully concluded negotiations with the firms deemed most highly qualified by the Selection Committee to provide the required services.  Based on the Selection Committee ranking and successful negotiations, staff recommends appointment of the firms and award of the corresponding fees as indicated below:

Ranon & Partners, Inc. to provide design services for Sickles High School for a fixed fee of $356,531.
John J. McKenna, Architect P.A. to provide design services for Robinson High School for a fixed fee of $354,900.
Creative Contractors, Inc. to provide construction management services for Sickles High School for a fixed fee of $202,500.
Ajax Building Corporation to provide construction management services for Robinson High School for a fixed fee of $216,000.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $18,136,800.00 will be available in the Impact Fees and Local Millage funds. For tracking purposes, the project number specific to this agenda item is 8119 / 9999. As of Wednesday, April 12, 2017, the remaining balance less encumbrances for this line item equaled $18,491,987.75.
