Approve the Memorandum of Understanding (MOU) with University of South Florida (Educational Leadership and Professional Development)
EXECUTIVE SUMMARY
In order to prepare leaders to serve in the district’s highest needs schools, Leadership Development has partnered with University of South Florida to design an Educational Specialist Degree Program in leadership for school turnaround. The purpose of the degree is to prepare and ensure a talented pool of leaders is always ready to be placed into principal positions in high-needs schools.  

The MOU describes the partnership the district will maintain with University of South Florida. Staff from both organizations will work together to select a yearly cohort of talented teachers to enter the program. Both organizations will also work together to design a comprehensive curriculum with relevant field experiences. Hillsborough staff will provide ongoing feedback to continue to strengthen the quality and relevancy of participant learning experiences.

FINANCIAL IMPACT (Budgeted:  Yes)
There will be a financial impact associated with the tuition costs for each of the cohorts.  These costs will be paid from Wallace Grant dollars.   The district will pay for 15 participants at $17,000.00 each for a total of $255,000.00.
EVALUATION
One cohort of principals has already graduated from the Educational Specialist Degree and a second cohort will finish in summer of 2017. Six of the graduates are currently leading in high-need schools. The district will continue to place graduates into high-needs principal positions. Feedback from participants has been extremely positive, 100 percent stated that the program has better prepared them to do the challenging work of school turn around.
