Approve the Piggyback of the Agreement Between DES of Florida (DES) and Pinellas County Public Schools - Invitation to Bid (ITB) 17-946-051-RN Temporary Services: Contracted Employees (Business Services Division) | |
EXECUTIVE SUMMARY | |
DES specializes in providing retired personnel to governmental agencies. They recruit, interview, and provide retirees to work for the district in temporary assignments, providing the district the opportunity to staff classrooms with qualified experienced teachers. DES may also be requested to provide non-instructional employees as needed. DES services allow the district to staff positions at lower costs than the budgeted positions. The initial term of this contract was for a one-year period beginning September 9, 2015, through September 8, 2016, with two one-year renewal options. The contract is currently in the first renewal period. Hillsborough County Public Schools will commence its use effective July 1, 2017. Piggyback agreements may be terminated at any time. This contract will be reviewed and evaluated annually and may be renewed by the Superintendent per the terms of the specifications. In accordance with Florida Department of Education Purchasing Policy 6A-1.012(6), in lieu of requesting competitive solicitations from three or more sources, district school boards may make purchases at or below the specified prices from contracts awarded by other city or county governmental agencies, or other district school boards. |

EVALUATION | |
Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer who function as a team. Reviews are performed annually or by utilizing an online vendor performance report. Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract. | |
