SUBJECT / RECOMMENDATIONS

Approve the Memorandum of Agreement Between the School District of Hillsborough County and the Administrative Office of the Courts, Juvenile Diversion Programs and Neighborhood Accountability Boards for the Provision of Services for the Full Service Program (Student Services & Federal Programs Division)

EXECUTIVE SUMMARY

This Memorandum of Agreement is in effect from December 14, 2005, through July 31, 2006. Hillsborough County Neighborhood Accountability Boards have been functioning in select local communities under the direction of the Administrative Office of the Courts since September 2001. Over the course of this project, youth, their families, victims and community members have met regularly to restore justice, provide assistance, monitor outcomes, and prevent further legal action. A grant and other resources have been identified to enhance the Neighborhood Accountability Board’s efforts in the Town & Country community. With the cooperation of the School District’s General Area Director, Supervisor of School Social Work and select principals, students and families will be identified to participate in the Neighborhood Accountability Board process to assist with the discipline and/or school attendance problems. The schools identified for this project are Crestwood Elementary, Pierce Middle School, Webb Middle School, Leto High School and North Tampa Alternative Schools. In addition, Jennings Middle School and the Neighborhood Accountability Board in East County will be added to the project during the 2005-06 year. A school social worker will be assigned from grant dollars to provide case management services for the students, families, and school/community resources.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

Goal 5 – The district will eliminate the FCAT achievement gap by a minimum of 10 percentage points as reported by No Child Left Behind.

FINANCIAL IMPACT (Budgeted: Yes)

The School District of Hillsborough County will be allocated $37,120.00 for the salary and benefits of the school social worker for the remainder of the 2005-06 school year. With the cooperation of the School District Staff, the Administrative Office of the Courts, Juvenile Diversion Program, and Neighborhood Accountability Board, a federal grant was received from the Office of Juvenile Justice and Delinquency Prevention (OJJDP), and administered by the Florida Department of Juvenile Justice.
