SUBJECT / RECOMMENDATIONS

Approve the Cancellation of the Contract Between the School District of Hillsborough County School Readiness Programs and Ella Salter Family Child Care Home (FCCH) Effective March 15, 2006 (Student Services and Federal Programs Division)

EXECUTIVE SUMMARY

The term of the contract with FCCH Ella Salter is July 1, 2005 through June 30, 2006, with an original contract amount of $38,000.00. The contract is to be cancelled effective March 15, 2006, due to the provider’s breach of contract for refusing to participate in the annual Environment Rating Scale assessment which validates the provider maintaining an acceptable score (greater than 3 on a scale of seven) in order to remain contracted. On February 2, 2006, information was received by the School Readiness office from the Hillsborough County School Readiness Coalition, doing Business as Early Learning Coalition of Hillsborough County, regarding the refusal of FCCH Ella Salter to participate in the assessment; on February 3, 2006, a certified letter regarding the potential of contract cancellation due to refusing to participate in the assessment was sent to provider; on February 6, 2006, the above-mentioned certified letter was received by provider. Said provider had 10 days to appeal with the deadline set for February 16, 2006. Since an appeal was not received by the School Readiness office, the contract termination is warranted.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

Goal 5 - The district will eliminate the Florida Comprehensive Assessment Test (FCAT) achievement gap by a minimum of 10 percentage points as reported by No Child Left Behind.

FINANCIAL IMPACT (Budgeted: Yes)

The total funding of $38,000.00 was to be used to provide education and care for approximately 10 children from income-eligible families at the average annual rate of $3,800.00 per child. The federal/state grant funds are channeled to the district from the Florida Office of Early Learning and the Hillsborough County School Readiness Coalition, Inc., doing business as Early Learning Coalition of Hillsborough County. To date, reimbursement to the provider for child care services is approximately $25,333.00. The remaining contract balance of $12,667.00 will be made available to providers assuming the care of School Readiness children currently enrolled at FCCH Ella Salter.
