EXECUTIVE SUMMARY
Bids for the construction of new Elementary School "G" were received on February 14, 2006. The lowest bid received significantly exceeded the available funding. Subsequent discussion with the architect and the low bidder have identified potential cost reduction opportunities. Florida Statute 1013.46 provides that before binding negotiations can be held with the low bidder, the School Board shall declare that an emergency situation exists. In this instance, failure to secure an agreement with the low bidder will significantly delay the construction of an urgently needed facility, and may in fact expose the project to further cost increases.
It is recommended that staff be authorized to negotiate with the low bidder in an effort to reduce the project cost to as near the project budget as possible. This will be accomplished by reductions in the non-instructional spaces, substitution of more efficient construction materials and methods, and the initiation of the Owner Direct Purchase of critical materials. By these actions, the District will declare its intent to contract with the low bidder, contingent on the outcome of these negotiations.

The original construction budget is $8,615,894. This item is included in the District Capital Outlay: Certificates of Participation Series 2004C and Classrooms for Kids 2005.
