Approve Agreement for Technical Services for Reading Endorsement Course Competency 2 and Alternative Certification Program Reading Course Delivered by Performance Learning Systems (Student Services and Federal Programs Division)

EXECUTIVE SUMMARY

The attached is a contract for services for the design and delivery of a "Train the Trainer" course for the Reading Endorsement Competency 2 Course to be delivered by Performance Learning Systems. This course will prepare approximately 40 trainers who will train teachers in the Alternative Certification Program and teachers needing Competency 2 of the Reading Endorsement. In addition, this course will be available to any teacher interested in obtaining knowledge in the foundations of research based practices for teaching reading through Staff Development Professional Education Courses. Currently over 1,700 teachers are completing the Reading Endorsement and the Alternative Certification Program. The Reading Endorsement is a part of the No Child Left Behind (NCLB) Highly Qualified legislation, and this course is newly required by the Florida Department of Education for participants in the Alternative Certification Program.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

Goal 1- The percentage of students scoring at level 3 or higher on FCAT, Florida Comprehensive Assessment Test, reading will increase a minimum of 5 percentage points. Critical success factor 1.a - Assign high-performing teachers to teach students performing below grade level.

FINANCIAL IMPACT (Budgeted: Yes)

The funds for this course in the amount of $15,567 are budgeted from Title IIA funds in the Division of Student Services and Federal Programs.

EVALUATION

An evaluation of the Reading Endorsement Program and the impact on student reading achievement will be completed by June 30, 2007.
