SUBJECT / RECOMMENDATIONS

Approve Amendment #1 of the Contract Between Hillsborough County School Readiness Coalition, Inc., and the School District of Hillsborough County School Readiness Programs Effective June 7, 2006. (Student Services and Federal Programs Division)

EXECUTIVE SUMMARY

This contract provides continuation of early education and child care services for approximately 12,781 children from income-eligible families in 162 school readiness child care facilities. The effective dates of this contract are July 1, 2005, through June 30, 2006. Amendment #1 provides additional funding to assure all of the currently enrolled children receive services through June 30, 2006. Since all additional funds are allocated for direct services to children, the original 14% operation-expenses limit needs to be reflected as an actual dollar rate of $6,339,900 based on the original amount of the contract. Amendment #1 was received in the Hillsborough County Public Schools – School Readiness Programs’ office May 9, 2006, from the Hillsborough County School Readiness Coalition, Inc. after its board’s approval.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

Goal 5 - The District will eliminate the Florida Comprehensive Assessment Test (FCAT) achievement gap by a minimum of 10 percentage points as reported by No Child Left Behind.

FINANCIAL IMPACT (Budgeted: Yes)

The increase of $2,288,111 to the original contract amount of $45,501,073 is to be used for direct early education and child care services for children currently enrolled in the program. All the dollars are provided by federal funding to the Agency for Workforce Innovation Office of Early Learning with an allocation made to the Hillsborough County School Readiness Coalition and, by virtue of a contractual agreement, onto the Hillsborough County Public Schools – Early Childhood School Readiness Programs.

EVALUATION

This contract amendment is reflected in the year-end financial statements which are audited annually by the Hillsborough County School Readiness Coalition doing business as the Early Learning Coalition of Hillsborough County as prescribed by law. The Board will receive the audit reports when they are completed. The time of completion will vary based upon the activities of the auditors.
