SUBJECT / RECOMMENDATIONS

Approve Grant Applications Submitted During the 2006-2007 School Year by the Grants and Research Operations Department; and Accept all Grant Award Notifications Received During the 2006-2007 School Year (Student Services and Federal Programs Division)

EXECUTIVE SUMMARY

According to the State of Florida Auditor General, the legal entity for the school district must approve the expensing of grant award monies prior to spending the funds. Because the majority of grant Requests For Proposals and Request For Applications (RFPs/RFAs) are released with only 30-45 days notice, the Grant Department is unable to request the Board's approval in a timely manner.

FINANCIAL IMPACT (Budgeted: Yes)

If approved, based on previous years' number of applications submitted and number of grant award notifications received, grant funds totaling over $31,811,475 will be included in the divisional special revenue/federal programs budget. Administrative costs (3.56%) are included in the grant awards when allowed.

EVALUATION

When a grant proposal requires an Evaluation Section, the Department of Assessment and Accountability will collaborate with the Grant Office to develop the evaluation. Once the Grant Award Notification is received, the Office of Assessment and Accountability assumes the responsibility for compiling the required data and information either through its own staff or an external evaluator.
