SUBJECT / RECOMMENDATIONS

Approve Amendment #1 of the Contract Between the School District of Hillsborough County School Readiness Program and Boys and Girls Clubs of Tampa Bay For Child Care Purchasing Pool Funding (Student Services & Federal Programs Division)

EXECUTIVE SUMMARY

The Child Care Purchasing Pool provides funds for child care for children from low income, at risk families that are eligible for services. This is a partnership program that draws funds from local agencies that are matched at 100% by the Agency for Workforce Innovations Office of Early Learning, Child Care Executive Partnership. The contracts effective dates are July 1, 2005, through June 30, 2006. Amendment #1 reduces the current contract amount due to a reduction in funding from the state agency.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

Goal 5 - The District will eliminate the Florida Comprehensive Assessment Test (FCAT) achievement gap by a minimum of 10 percentage points as reported by No Child Left Behind.

FINANCIAL IMPACT (Budgeted: Yes)

The total funding of $700,000 contracted with the Boys & Girls Clubs of Tampa Bay by the School District of Hillsborough County School Readiness Child Care Purchasing Pool program is expended for the provision of child care services for eligible school age children. Amendment #1 reduces the funding for Boys and Girls Clubs of Tampa Bay by $295,284.65, adjusting the total amount to $404.715.35. These state funds originate with the Agency for Workforce Innovations Office of Early Learning, Child Care Executive Partnership and are allocated to the Hillsborough County School Readiness Coalition, Inc., doing business as The Early Learning Coalition of Hillsborough County. Then by virtue of a contractual agreement, the funds are passed to the School District of Hillsborough County School Readiness Program.

EVALUATION

This contract amendment is reflected in the year-end financial statements which are audited annually by the Hillsborough County School Readiness Coalition, Inc. doing business as the Early Learning Coalition of Hillsborough County as prescribed by law. The Board will receive the audit reports when they are completed. The time of completion will vary based upon the activities of the auditors.
