Approve Agreement for Technical Services with Nancy A. Norquist for Staffing Specialist Services, $32,990 (Curriculum and Instruction Division)

EXECUTIVE SUMMARY

The Exceptional Student Education (ESE) Staffing Department is responsible for conducting placement meetings for students with disabilities and ensuring that the students receive a free, appropriate public education as mandated by the Individuals with Disabilities Education Act (IDEA).

The Agreement for Technical Services has been developed to ensure that services are provided to assist school personnel in any district school, especially in high needs schools, with developing appropriate goals and objectives in areas such as reading and math so that students progress in the general curriculum and achieve adequately yearly progress. The services provided through this contract will include but not be limited to: schedule meetings with school and district personnel; communicate with parents in an effort to ensure parental involvement in the planning process for their children; facilitate and participate in discussions at individual education planning meetings; complete required documents necessary to ensure compliance; work closely with teachers to assist with meeting FTE requirements; provide inservice training and support to ESE and regular education teachers; and conduct change of placement meetings that result from disciplinary action. Approximately 30-40 students will be served monthly.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

Goal 1 – The percentage of students scoring at Level 3 or higher on FCAT reading will increase a minimum of 5 percentage points.
Goal 2 – The percentage of students scoring at Level 3 or higher on FCAT mathematics will increase a minimum of 5 percentage points.
Goal 5 – The district will close the FCAT achievement gap by a minimum of 10 percentage points as reported by No Child Left Behind.

FINANCIAL IMPACT (Budgeted: Yes)

Funds of $32,990 are included in the district special revenue/federal programs budget for IDEA, Project 1231.
