Approve Cooperative Agreement With The Hillsborough County Sheriff’s Office

EXECUTIVE SUMMARY

The school district’s Youth Services program provides educational services to students enrolled in the K-12 instructional program who are incarcerated in adult jails administered by the Hillsborough County Sheriff’s Office. Florida law requires this agreement, which outlines the roles and responsibilities of the School Board and the Sheriff’s Office. This agreement is designed to facilitate the effective and efficient delivery of services to students served in adult jail settings, and it ensures that students receiving educational services in the Sheriff’s Office sites will receive extended year and Exceptional Student Education (ESE) funding under the Florida Educational Finance Program. Approximately 50 students are served at any given time by two Dropout Prevention teachers, an assistant teacher, and one ESE teacher.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

Goal 1 – The percentage of students scoring at Level 3 or higher on FCAT reading will increase a minimum of 5 percentage points
Goal 2 – The percentage of students scoring at level 3 or higher on FCAT mathematics will increase a minimum of 5 percentage points
Goal 3 – Student performance on FCAT science will increase a minimum of 5 percentage points
Goal 4 – The percentage of students achieving a score of 4.0 or higher on FCAT writing will increase a minimum of 5 percentage points.
Goal 5 – The district will eliminate the FCAT achievement gap by a minimum of 10 percentage points as reported by No Child Left Behind.

FINANCIAL IMPACT (Budgeted: Yes)

The Sheriff’s Office provides the facilities at no cost to the school district. This program is financed by FTE funds, which amount to approximately $245,677 and IDEA grant funds, which amount to approximately $47,515. This item is included in the Part 1 and IDEA budgets for 2006-2007.
