Approve Amendment #1 to the Inter-local Agreement between Hillsborough County Public Schools and Hillsborough County Board of County Commissioners (BOCC) for a Decrease in Funding (Student Services & Federal Programs Division)

This Inter-local Agreement between the Hillsborough County Public Schools Head Start Program and the Hillsborough County Board of County Commissioners is for the provision of education, health, parent involvement, and family services for income eligible children. The Hillsborough County Public School’s Head Start Program has been in operation for 40 years as a Delegate Head Start agency and continues to provide comprehensive services to the 1,759 eligible three, four, and five year old children served. This inter-local agency agreement is in effect October 1, 2005, through September 30, 2006.

Goal 5 - The District will eliminate the Florida Comprehensive Assessment Test (FCAT) achievement gap by a minimum of 10 percentage points as reported by No Child Left Behind.

The decrease of $98,627 in the original funded budget amount of $9,912,160 is due to an approximate 1% reduction in funding at the national Head Start level. The amended total funding amount of $9,813,533 is provided through federal dollars allotted to the Head Start Grantee, Hillsborough Board of County Commissioners, to provide Head Start services to eligible children within Hillsborough County Public elementary schools.

This contract is reflected in financial statements which are audited annually by the Grantee, Board of County Commissioners, and audited every three years as prescribed by federal regulations.
