Approve the Video Services Agreement with Tampa Educational Cable Consortium (TECC) to Continue Existing Services and Expand Coverage as Needed.

EXECUTIVE SUMMARY

The Tampa Educational Cable Consortium (TECC) serves the District’s needs for communicating with our community stakeholders in an efficient, cost effective manner. As a valued partner with the District for the past 19 years, TECC provides dependable airing of School Board meetings, the Superintendent’s Forum, special requests such as Board workshops and the May 16 DOE State Board meeting, along with many locally developed programs to support student learning. Currently, HCPS contributes an average of $86,000 annually to support these programs. The majority of TECC’s annual operational budget of $860,000 comes from the City of Tampa and Hillsborough County.

The attached agreement consolidates several independent contracts for ease of management, and expands services with more frequent programming with the superintendent, programming to address the Hispanic population, and availability for on-call services and special requests by the School Board and Superintendent. These expanded services include all pre and post-production services, all telecasting and associated engineering, equipment maintenance, video feeds and archiving for record keeping. Video streaming is an optional service included for $24,000 annually.

FINANCIAL IMPACT (Budgeted: Yes)

The agreement for services with TECC is $134,000 annually with an additional $24,000 optional for video streaming programs. The agreement is funded by $124,000 from the District staff development funds and $10,000 from the library media categorical. TECC provides services valued at approximately $555,191 at no charge to the District.

EVALUATION

TECC conducts an independent survey every two years to provide data on specific programs viewed by the community and to help decision makers improve the programming.
