Approve Agreement for Technical Services with Dolores McIntosh - $25,000 (Administration Division)

EXECUTIVE SUMMARY

F.S. 1002.33 emphasizes district accountability and responsibility for monitoring charter schools, with a particular focus on the following areas: student achievement, research-based reading programs, Title 1 Schools in Need of Improvement, and assistance to low performing schools. The charter schools in Hillsborough County designated as Schools in Need of Improvement are Carl Sagan Academy, Richard Milburn Academy, Mt. Pleasant Standard Based Middle School, Village of Excellence Academy, and USF/Patel Charter School.

Technical services provided through this agreement will enable the Non-Traditional Programs Office to enhance the assistance, support, and monitoring of low performing charter schools. The consultant will visit schools on a monthly basis and will provide training and support to administrators as well as teachers who are in need of assistance. Progress reports for each school will be submitted to the Director of Non-Traditional Programs on a monthly basis.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

Goal 1. – The percentage of students scoring at Level 3 or higher on FCAT reading will increase a minimum of 5 percentage points.
Goal 2 –The percentage of students scoring at level 3 or higher on FCAT mathematics will increase a minimum of 5 percentage points.
Goal 3 –Student performance on FCAT science will increase a minimum of 5 percentage points.
Goal 4 –The percentage of students achieving a score of 4.0 or higher on FCAT writing will increase a minimum of 5 percentage points.
Goal 5 –The district will eliminate the FCAT achievement gap by a minimum of 10 percentage points as reported by No Child Left Behind.

FINANCIAL IMPACT (Budgeted: Yes)

Charter Schools receive 95% of the generated FEFP. The School District retains 5% of FEFP funds to offset cost of services provided by the District. The total financial impact for this contract is $25,000.
