SUBJECT / RECOMMENDATIONS

Approve Client Services for Private School Reading and Math Program (Student Services and Federal Programs Division)

EXECUTIVE SUMMARY

The Title 1 Program has, for the past several years, employed Catapult Learning (formerly Sylvan Education Solutions) to provide third party remedial reading and mathematics services to 22 eligible private schools serving approximately 675 Title I students. On September 23, 2003, the School Board approved the Catapult Learning Sylvan Corporatation as the sole source provider of these services through the 2007-2008 school year.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

Goal 1 - The percentage of students scoring at level 3 or higher on the Florida Comprehensive Assessment Test in reading will increase a minimum of 5%. Goal 2 - The percentage of students scoring at level 3 or higher on the Florida Comprehensive Assessment Test in mathematics will increase a minimum ob 5%.

FINANCIAL IMPACT (Budgeted: Yes)

This item is included in Special Revenue funds for Title I in an amount not to exceed $888,863.00 for a one-year period. The awarded proposal is for a five-year period and the financial impact for the remaining 2 years (beginning with the 2006-07 school year) will be presented to the Board for approval on a year-to-year basis.

EVALUATION

At the conclusion of the 2006-07 school year, test data will be analyzed of the students who received services from the third party provider. The results of this analysis will be shared with the provider and will be a critical factor when the district determines contract renewal and any future contract awards.
