Approve the Annual Service and Support Agreement with Pearson Digital Learning for Waterford Early Reading and Math and Successmaker in 23 Renaissance Schools, Along with Nine Additional Title I Schools (Student Services and Federal Programs Division)

EXECUTIVE SUMMARY

On July 26, 2005, the School Board approved the Annual Service and Support Agreement with Pearson Digital for Waterford Early Reading and Math and Successmaker. In an effort to minimize costs to individual Title I Schools who implement Successmaker and Waterford, yet maximize the service and support necessary to maintain an effective implementation, this agreement provides additional service and support to 23 Renaissance and nine additional Title I schools. With nearly 19,500 students enrolled in the 32 schools, the service and support contract of $363,880 will cost approximately $18.66 per student. That is a per child cost savings of $3.70 over the prior year’s contract. All schools will have access to Pearson Digital’s High Stakes Management which provides program and action planning, along with interim progress reporting. Additionally, all student performance data for Successmaker resides on a secure district server housed within the district’s firewall. Appropriate staff will have password access to monitor performance by grade span, by school, by classroom and by individual student. The attached service and support agreement will provide continuous access to training and technical assistance by Pearson staff residing in the District and solely assigned to support these schools.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

Goal 1 - The percentage of students scoring at Level 3 or higher on Florida Comprehensive Assessment Test in reading will increase a minimum of five percentage points. Goal 2 - The percentage of students scoring at Level 3 or higher on Florida Comprehensive Assessment Test in mathematics will increase a minimum of 5 percentage points.

FINANCIAL IMPACT (Budgeted: Yes)

The impact to the Title I Part A budget will be $363,880.

EVALUATION

The purpose of this contract is to determine the level of service, installation and support provided by Pearson Digital Learning. At the conclusion of the 2006-07 school year, the Successmaker and Waterford implementation project will be evaluated by the Assessment Department to determine its impact on student achievement at the participating schools. The results of that survey will be shared with Pearson Digital Learning. It will also be used to determine conditions of future service and support agreements with the vendor.
