Impact Fees

EXECUTIVE SUMMARY

The Board of County Commissioners (BOCC) is considering an increase to the current school impact fees. At the direction of the BOCC, District staff met with representatives from the Tampa Bay Builders Association (TBBA) to discuss a fee structure and schedule to implement a higher school impact fee that will be more reflective of current costs for land and construction. The result of those meetings is a joint recommendation to increase the impact fee to $4,000 on a home of 2000-2499 square feet with a sliding scale established based upon the actual square footage of the home. The fee is based upon the 2004 Impact Fee study by Duncan and Associates.

The increased fee would be collected at half the recommended rate from November 1, 2006 through July 31, 2007. On August 1, 2007, the full recommended fee would be assessed. If this enhanced impact fee program is adopted, the proposed mitigation fee program the District staff has been developing will not be formally implemented. This is because the increased impact fee will be credited towards the mitigation fee and offset any proposed mitigation fee owed. Additionally, the District believes the accelerated collection schedule will provide for a more stable funding program over time.

FINANCIAL IMPACT (Budgeted: No)

Approximately $43,000,000 per year at $4,000 average impact fee to be used for land purchase and construction.
