ROOF ASSESSMENT UPDATE

EXECUTIVE SUMMARY

The School Board awarded a contract on February 1, 2005, for a comprehensive assessment of District roofs. The assessment is designed to yield the following positive benefits 1) a reduction in roof replacement costs due primarily to the extension of roof life resulting from the accomplishment of well-timed, cost-effective maintenance; 2) improved forecasting of roof maintenance and replacement requirements; 3) a long-term reduction in roof leaks and their related impacts. Staff will use the data acquired to develop budgets and schedule roof maintenance and replacement.

The assessment contractor has completed the physical assessment and associated data entry, and has provided a preliminary analysis (summary report provided as Attachment A). District staff has engaged a third-party consultant to analyze a sample of the data provided, in order to validate the results prior to final reports and payment (Staff previously validated the assessment of the first million square feet of roofs). Barring significant deficiencies in the data, staff will complete the validation in September.

Although the data is still considered preliminary, staff has begun implementation of the resultant recommendations. The recently approved five-year plan incorporates the recommended roof repair and replacement budgets (resulting in deferral of $2.2 million of previously scheduled roof replacements and related work). Staff is currently developing a solicitation for a roofing consultant to assist in management and supervision of the recommended maintenance and repair activities, and maintenance of the data. Implementation of the funded repair and replacement projects will follow selection of the consultant.

In addition to continued implementation of program recommendations, future activities will include an annual update of the analysis, resulting in revised recommendations reflecting updated cost factors and completed activities. Additionally, staff currently plans to refresh the assessment every four years, which is typical in the industry.

Critical Success Factor 6.a.7 - Provide school facility maintenance that allows for uninterrupted student learning (proper electricity, A/C, etc.) as measured by the District Operational Goals plan.

The cost of the roof assessment will be approximately $500,000.
