Approve the Memorandum of Agreement Between Hillsborough County Public Schools and the Homeless Coalition of Hillsborough County (Student Services & Federal Programs Division)

EXECUTIVE SUMMARY

This Memorandum of Agreement is in effect November 10, 2006, through June 30, 2007. The Homeless Coalition of Hillsborough County is the lead agency for the Tampa/Hillsborough Continuum of Care and is implementing the UNITY Information Network for this county. UNITY is a web-based human services database that links service providers in Hillsborough County. As of 2004, agencies receiving any Housing and Urban Development funding are required to participate in this program. This district receives funding through the Federal McKinney-Vento Act for the district-wide Homeless Education Literacy Project (H.E.L.P.) located at the Kimbell Full Service School. The UNITY program creates a database that can be used to better understand homelessness and plan effective intervention and prevention for homeless youth. It also shows which agencies have resources available and identifies service gaps in the community. School Social Work Services will work with the Homeless Coalition of Hillsborough County to ensure student and parent confidentiality and will advise families of this process and seek their consent prior to them participating.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

Goal 5 – The district will eliminate the FCAT (Florida Comprehensive Assessment Test) achievement gap by a minimum of 10 percentage points as reported by No Child Left Behind.

FINANCIAL IMPACT (Budgeted: Yes)

$245,000 – One hundred twenty-five thousand dollars ($125,000) comes from the federal grant and $120,000 is mandated to be paid from Title I funds. These dollars pay for two school social workers, tutors for the homeless students, technology, supplies and training.

EVALUATION

The utility and effectiveness of the UNITY Information Network will be evaluated as a part of the Homeless Education Literacy Project (H.E.L.P.) in School Social Work Services. An independent grant evaluator is a part of the H.E.L.P. project. The evaluator will submit reports, which will include the data generated from this partnership, to be shared with the Hillsborough County School Board in July 2007.
