EXECUTIVE SUMMARY
Each year, the Juvenile Justice Educational Enhancement Program selects five regional winners of the Juvenile Justice Teacher of the Year award. Four judges, who were representatives from the Florida Department of Education, the Florida Department of Juvenile Justice, schools, and the local community, selected regional winners who were distinguished by their achievements in the classroom and dedication to the students they serve. Dorothy (Dottie) Heyser, a teacher at Hillsborough Regional Detention Center East, was selected as the Juvenile Justice Teacher of the Year for Region IV.
Ms. Heyser and the other regional winners were recognized at the Juvenile Justice Education Institute and Southern Conference on Corrections. A Hillsborough County teacher has won either the regional and/or state Juvenile Justice Teacher of the Year Award five of the past six years.
