SUBJECT / RECOMMENDATIONS

Accept the Transportation Improvement Plan for the School District of Hillsborough County from Management Partnership Services (MPS).

EXECUTIVE SUMMARY

On July 25, 2006, the School Board approved a proposal submitted by MPS responding to a request for proposals for School Transportation Department Consultant Services. Representatives from MPS in consultation with district staff have developed a Transportation Improvement Plan. This Transportation Improvement Plan will establish a new foundation for success, one that is more closely aligned with the overall goals and objectives of the district's educational programs, and that provides cost effective and high quality transportation services. The Improvement Plan is designed to address needs in organization structure, infrastructure, routing, and fleet management.

A major recommendation from the MPS Transportation study is to revise transportation's organizational structure and the job positions within it. In order to develop role definitions for the new positions, a transportation work group, facilitated by Dr. Joe Cochran of the Business Process Improvement team and Karen Strickland of Transportation, completed a comprehensive task analysis for the work performed in transportation. The group then sorted each task in this task listing to the appropriate proposed positions. This “bottoms-up” approach to role definition gives us the confidence that the “work of transportation” has been embodied within the new organizational structure and provides a robust foundation for new job descriptions.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

The four focus goals of Student Achievement, Safety, Human Resource Management, and Financial Management are addressed by this improvement plan.

FINANCIAL IMPACT (Budgeted: Yes)

The financial impact of this study was included in the Division of Administration's budget in an amount not to exceed $225,000. Implementation costs will be determined as the improvement plan proceeds. Board members will be informed of those financial impacts as appropriate.

EVALUATION

The Transportation Improvement Plan will be evaluated by the completion of tasks according to the implementation timelines.
