Approve Agreement for Site License with "I CAN Learn Labs" (Curriculum and Instruction, Student Services and Federal Programs, Information and Technology, and Business Divisions)

EXECUTIVE SUMMARY

The I CAN Learn (ICL) Education System has been utilized by our teachers to instruct Pre-Algebra and Algebra I in Hillsborough County since being approved by the School Board February 1, 2000. ICL computer labs are currently in our Title I middle and high schools. By purchasing the district-wide license, the Pre-Algebra and Algebra I programs will be offered to students in all of our middle schools, high schools, and career centers. Four studies were conducted in the District during the 2000-01 and 2001-02 school years. Student achievement data were analyzed using a variety of analyses in order to explore the impact of the ICL Program, particularly at the middle school level. The evaluation studies support the continued implementation of I CAN Learn Labs beyond Title I schools. In the fourteen Title I middle schools using the ICL Program, FCAT Math achievement for every classification of student was significantly higher in 8th grade mathematics ICL classes when compared to similar classes within the sample of Title I schools.

We will be training teachers this summer on the use of the ICL software to begin the first phase of instruction for the 2007-08 school year. The license includes an eight year service agreement and allows for growth at the middle and high schools and career centers. With purchase of the annual license fee in the amount of $350,000, the district will also receive precalculus, additional programs, and all upgrades developed by ICL.

FINANCIAL IMPACT (Budgeted: Yes)

Funds of $2,693,999.66 to cover the full contract cost of this district-wide software license are available as follows: $1,800,000 from the Supplemental Academic Instruction (SAI) categorical, and $893,999.66 from non-recurring general fund dollars. Staff Development is provided by the ICL Education System.

In future years, the annual license fee of $350,000 will be paid from the additional Weighted Full Time Equivalent (WFTE) generated by the middle school Algebra I completers. We are estimating an increase of approximately $1,542,256.16 in additional FTE funding.

EVALUATION

An evaluation will be continued and reported annually to access student progress.
