Approve Amendment #2 of the Contract Between Hillsborough County Public Schools – Early Childhood School Readiness Programs and Boys & Girls Clubs of Tampa Bay (Student Services and Federal Programs Division)

EXECUTIVE SUMMARY

By virtue of this contract, Boys & Girls Clubs of Tampa Bay delivers child care services to eligible low-income families participating in the Child Care Purchasing Pool program. The term of the contract is July 1, 2006, through June 30, 2007. Because of state restrictions, the Boys & Girls Clubs of Tampa Bay are unable to utilize the total amount of the contract prior to the contract expiration date. In light of this, Amendment #2 is written to reduce the original total funding for redistribution to entities able to use the funds by July 1, 2007, to provide needed child care for Hillsborough County families.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

Goal 5 - The District will eliminate the Florida Comprehensive Assessment Test (FCAT) achievement gap by a minimum of 10 percentage points as reported by No Child Left Behind.

FINANCIAL IMPACT (Budgeted: Yes)

The original total funding of $360,000 is reduced to $265,000, which allows the $95,000 difference to be redistributed to other Child Care Purchasing Pool match funders. When providing the dollar-for-dollar match, care is provided for approximately 171 children from low-income families through June 30, 2007. When the Boys & Girls Clubs of Tampa Bay combines its match dollars with the $265,000, they will serve approximately 160 school age children based on the annual rate of $3,318. The Child Care Purchasing Pool funding originates with federal and state allocations.

EVALUATION

This contract amendment is reflected in the year-end financial statements which are audited annually by the Hillsborough County School Readiness Coalition doing business as the Early Learning Coalition of Hillsborough County as prescribed by law. The Board will receive the audit reports when they are completed. The time of completion will vary based upon the activities of the auditors.
