LETO HIGH SCHOOL
FOOTBALL FIELD LIGHTING
AWARD OF CONTRACT

EXECUTIVE SUMMARY

This project was planned by the engineering firm of Long & Associates, Architects/Engineers, Inc. The scope of work provides for the demolition and replacement of the football field lighting system at Leto High School. Staff concurs with the engineer and recommends award of the base bid and alternate (outlined below) to the low bidder, Himes Electric Company, Incorporated.

The project was advertised and four bidders responded (see attachment). Only the high bidder, Coastal Electric, included the required Contractor's Qualification Statement with their bid. The contract documents allow the District to "waive any informality or irregularity in any Bid...and to accept the Bid which...is in [our] own best interest." Waiving this requirement and accepting the Qualification Statement as supplemental information with the Construction Contract is recommended in this instance because:

a. The low bidder has recently successfully performed a similar project for the District, and is appropriately licensed. Considering their demonstrated ability to accomplish projects of this type and scope, the specific details of their qualifications are not material to their selection.
b. Significant costs savings will be realized.

The solicitation allowed bidders to include a deductive alternate to their bid, for a substitute pole base foundation to be proposed by the bidder. (Contract documents require that the alternate design be accomplished and sealed by a Structural Engineer licensed as a Professional Engineer in the State of Florida.) In consideration of the significant cost savings associated with acceptance of an alternate pole base design, staff concurs with the engineer's recommendation to accept the deductive alternate.

The project will start April 16, 2007, with a projected completion date of July 1, 2007.

FINANCIAL IMPACT (Budgeted: Yes)

The low bid amount of $237,800 is allocated for this project in the 2006/07 2 Mill budget.
