Approve the Job Descriptions for Transportation Restructuring
EXECUTIVE SUMMARY
On January 16, 2007, the School Board accepted the Transportation Improvement Plan from Management Partnership Services (MPS). One key recommendation in the plan was to reorganize and rationalize the Transportation Department organization structure. This agenda item is provided for consideration for approval of new transportation positions in order to address this recommendation.
A comprehensive analysis of transportation tasks and processes was conducted in order to provide the foundation for these job descriptions. This approach provided transportation employees an opportunity to be engaged in the process and ensured that all necessary tasks were included in the new job descriptions.
The attached job descriptions for four manager positions reflect the new transportation organization structure of operations, administration, routing/planning, and fleet management.
The salary ranges for these positions are as follows:
Operations Manager - $67,378.96 - $86,060.48
Administrative Manager - $57,400.64 - $81,972.00
Routing and Planning Manager - $57,400.64 - $81,972.00
Fleet Manager - $42,524.24 - $78,571.68

The four focus goals of Student Achievement, Safety, Human Resource Management, and Financial Management are addressed by this improvement plan.
FINANCIAL IMPACT (Budgeted: Yes)
MPS estimated that the cost of the new organizational structure will be less than or equal to the cost of the existing transportation staffing model. It is important to note that the existing staffing model includes an annual amount of $942,867 of surrogate office assistance provided by bus drivers.
