Approve the Job Descriptions for Purchasing Restructuring (Business Division)

EXECUTIVE SUMMARY

On February 13, 2007, the School Board accepted the Procurement Management Assistance Plan developed by the National Institute of Governmental Purchasing (NIGP). A major recommendation from the NIGP study is to revise the Purchasing Department organizational structure and the job positions within the department. This agenda item provides new procurement positions to implement the recommended departmental responsibilities.

The analysis necessary to map and then re-engineer the business processes of the Purchasing Department is under way. Focus groups were organized to involve users, including department, school, and district personnel who are Purchasing Department clients. The re-engineered processes will be implemented as the persons are hired to fill the new positions. Present Purchasing Department employees who wish to seek these positions will be encouraged to apply. The District will have vacancies to place any Purchasing Department employee who needs such placement. There are currently three vacancies in the department. In addition, the position of Assistant Department Manager has already been deleted.

The attached positions reflect the new procurement organization structure in the business process re-engineering. The salary ranges for these positions are:
General Manager - $93,589.76 - $104,559.84
Senior Procurement Officer - $38,597.68 - $71,305.52
Procurement Officer - $33,315.04 - $61,570.08
Procurement Analyst - $36,695.12 - $67,804
Procurement Assistant - $22,628.32 - $41,795.60

The four focus goals of Student Achievement, Safety, Human Resource Management, and Financial Management are addressed by this plan.

FINANCIAL IMPACT (Budgeted: Yes)

The Purchasing Department presently has 26 positions at a cost of $979,466 per year. These positions are budgeted in the salary account of the operating budget. The new department will have 23 positions at an estimated cost of $930,000 per year. The projected $49,466 savings may be impacted by the actual cost of the new employees. Savings and efficiencies are anticipated as a result of the implementation of the NIGP study, but a financial analysis was not part of the study.
