Approval of Revisions to State Performance Plan (Special Teachers are Rewarded).

EXECUTIVE SUMMARY

Proviso language from the spring 2006 Legislative Session requiring district development of Special Teachers Are Rewarded (STAR) performance pay plan has been repealed and replaced by a new state performance pay plan entitled "Merit Award Program" (MAP). As a result, the Hillsborough Classroom Teachers Association (HCTA) asked the School District of Hillsborough County (SDHC) to renegotiate the new performance pay plan. SDHC and HCTA have agreed to rescind the negotiated STAR plan. Per Florida Statute 1012.225 passed by the 2007 Florida Legislature and signed into law by the Governor, SDHC and HCTA have negotiated MAP to be implemented pending ratification beginning with the 2006-2007 school year.

As there are some legal requirements in the new MAP legislation that were also required in STAR, those criteria have been retained. For example: 1) No application or presentation is required; 2) An assessment of instructional personnel including the performance of students must be completed; 3) Statewide assessments and other examinations must be included.

Major provisions to the negotiated MAP are listed in the Memorandum of Understanding found in Attachment A.
