SUBJECT / RECOMMENDATIONS

Approve Amendment #001 to Contract #LK763 with the Florida Department of Children and Families for Career Recruitment and Instruction in Basic English (CARIBE) Program for Adult Refugees, 2006-2008, Additional $225,000 (Adult and Community Education)

EXECUTIVE SUMMARY

The Career Recruitment and Instruction in Basic English (CARIBE) Program Contract #LK763 was approved by the School Board on July 25, 2006. Amendment #001 to Contract #LK763 adds two elements to the contract terms.
  • Allows the CARIBE Program to serve refugees and asylees for more than five years.
  • Adds $225,000 in funding for student tuition, books, and supplies based on an 8% increase in unduplicated student enrollments during the fall 2006 semester, as well as a 28% increase in overall Career and Technical enrollments.
The CARIBE grant program was initiated in the district in 1998 to provide educational services to recent refugees and political asylees and consistently receives exemplary evaluations for program operation.

FINANCIAL IMPACT (Budgeted: Yes)

The additional funds of $225,000 will be included in the divisional special revenue/federal programs budget, Project 1221, for a new grant total of $1,825,000. Indirect costs are included in the grant budget. Grant funding covers all costs for operation of the grant activities.

EVALUATION

October 31, 2007 - Evaluation will include review of all enrollment data for eligibility of enrollees, program completions, and literacy completion points.
