Approve the Annual Service and Support Agreement with Pearson Digital Learning for Waterford Early Reading and Math and Successmaker in 25 Title I Renaissance Schools, Along with Ten Additional Title I Schools (Student Services & Federal Programs Division)

EXECUTIVE SUMMARY

On August 8, 2006, the School Board approved the Annual Service and Support Agreement with Pearson Digital for Waterford Early Reading and Math and Successmaker in 23 Title I Renaissance Schools and 9 additional Title I Schools. At least ninety percent of students who attend a Title I Renaissance school qualify for free or reduce priced meals. For 2007-08, in order to minimize costs to individual Title I Schools who implement Successmaker and Waterford, yet maximize the service and support necessary to maintain an effective implementation, this consolidated agreement provides service and support to 25 Renaissance schools, along with 10 additional Title I schools. With 21,872 students enrolled in the 35 schools, the service and support contract of $319,600 will cost approximately $14.61 per student. That is a per child cost savings of $4.05 over the prior year’s contract. All schools will have access to Pearson Digital’s High Stakes Management which provides program and action planning, along with interim progress reporting. The attached service and support agreement will provide continuous access to training and technical assistance by Pearson staff residing in the district and solely assigned to support these schools.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

1. The percentage of students scoring at Level 3 or higher on Florida Comprehensive Assessment Test in reading will increase a minimum of 5 percentage points. 2. The percentage of students scoring at Level 3 or higher on Florida Comprehensive Assessment Test in mathematics will increase a minimum of 5 percentage points.

FINANCIAL IMPACT (Budgeted: Yes)

The impact to the Title I Part A budget will be $319,600.

EVALUATION

The purpose of this contract is to determine the level of service, installation and support provided by Pearson Digital Learning. Principals at participating schools were surveyed at the conclusion of the 2006-07 school year, regarding the effectiveness of the Pearson technical and training support. The results of that survey showed that 85% of the principals felt that the training and technical support provided was highly effective, while 15% felt it was moderately effective. The results of that survey have been shared with Pearson Digital and implementation adjustments have been made accordingly for the 2007-08 school year. A similar survey will be conducted at the conclusion of the 2007-08 school year. Also, a programmatic evaluation will be completed by November 30, 2007, to determine the success of the implementation as it impacts student achievement.
