SUBJECT / RECOMMENDATIONS

Approve Contract with School Readiness Programs and the Boys & Girls Clubs of Tampa Bay (Student Services and Federal Programs Division)

EXECUTIVE SUMMARY

The contract provides for the delivery of child care services by the Boys & Girls Clubs of Tampa Bay for school-age children from low income, at risk families who are income eligible and participating in the Hillsborough County School Readiness Child Care Purchasing Pool program. The contract is in effect July 1, 2007, through June 30, 2008. The State delayed its final determination of allocating funds, thereby postponing the execution of this contract by approximately 30 days. It is requested that this contract be approved showing the retroactive date to insure a continuity of service for the clients. This is a partnership program which draws funds from local agencies that are matched at 100% by the Florida Agency for Workforce Innovation, Office of Early Learning, and Child Care Executive Partnership.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

Goal 5 - The District will eliminate the FCAT achievement gap by a minimum of 10 percentage points as reported by No Child Left Behind.

FINANCIAL IMPACT (Budgeted: Yes)

The total funding of $300,000 subcontracted with the Boys & Girls Clubs of Tampa Bay for the Hillsborough County Public Schools - School Readiness Child Care Purchasing Pool program is expended for the provision of child care services for approximately 315 eligible school-age children.

EVALUATION

Each year the financial statements are audited by Hillsborough County School Readiness Coalition as prescribed by law. The funding for Early Learning Coalition of Hillsborough County is provided through federal dollars. The flow-through dollars are channeled by the Agency for Workforce Innovations. The School Readiness Program uses these funds to purchase child care in Hillsborough County. There is no district-generated revenue used for this purchase.
