- Adopt the Board Certificate Resolution authorizing the refunding of the Refunded Certificates in accordance with the 2003 UBS Agreement. Authorize the use of Wachovia Bank Letter of Credit and Wachovia Bank as Underwriter and Remarketing Agent. Authorize staff to work with the District's Financial Advisor and Bond Counsel to proceed with the refunding as long as market conditions remain favorable.

Article IX of the Florida Constitution says in part, "The education of children is a fundamental value of the people of the State of Florida. It is, therefore, a paramount duty of the state to make adequate provision for the education of all children residing within its borders." The Article also states that the educational system must be "uniform, efficient, safe, secure, and high-quality," and class size limits must be imposed. Pre-kindergarten learning opportunities must be made available. There must be a state university system.Note:
