Accept the Lowest and Best Bids Submitted by Various Vendors - Invitation to Bid (ITB) #9158-EST Playground Mulch-Purchase and Installation (Business Division)

EXECUTIVE SUMMARY

This bid was prepared at the request of the K-12 Physical Education Department and Safety and Risk Management Department to establish fixed pricing for the purchase and installation of playground mulch. In the interest of playground safety, all materials used in and around our play surfaces must comply with the American Society for Testing and Materials (ASTM), the International Play Equipment Manufacturers Association (IPEMA) and the American Disabilities Act (ADA) standards. Many play surfaces have already been implemented with the "Fibar" system. In order to preserve manufacturer's warranty, Miller Recreation has been awarded the "Fibar" product. Gulf Coast Ground Cover and Irvine Wood Recovery will provide Playground Turf for other play surfaces throughout the district as needed. This bid may be renewed in four one-year increments subject to negotiations. Award of this contract shall be to the lowest qualified bidders as specified in the bid. This recommendation has been reviewed by the K-12 Physical Education Supervisor and the Manager of Safety and Risk Management. A more detailed review of the specifications can be obtained by contacting the Procurement Department.

Funds of approximately $100,000 will be available in the General Fund budget for the purchase of playground mulch.

EVALUATION

Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team. Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report. Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
