Approve Agreement for Technical Services for Sondra Fogel for the Evaluation of the Homeless Education and Literacy Project (HELP) - American Recovery Reinvestment Act (ARRA) (Information and Technology Division)

EXECUTIVE SUMMARY

The Homeless Education and Literacy Project (HELP) is a grant funded program intended to facilitate homeless students' access to education in accordance with the provisions of the McKinney-Vento Act. The grant includes an external evaluation component.

An Agreement for Technical Services has been developed with Dr. Sondra Fogel, Associate Professor of Social Work at the University of South Florida. Evaluation duties to be performed by the evaluator will include completion of interviews, meeting with program managers and social workers and collecting and analyzing student data. The provider will write an interim status report and an annual report for the program. The provider will follow Evaluation Standards established by the Joint Committee on Standards for Education Evaluation adopted by the American Evaluation Association (AEA).

The total grant budget awarded was $105,167. Of this amount, $5,000 has been allotted for an external evaluation.

The provider will submit an interim status report and an annual report for the program evaluation.
