Approve Amendment #2 of the School Readiness Program Contract with Hillsborough County School Readiness Coalition, Inc., Doing Business as the Early Learning Coalition of Hillsborough County (Student Services and Federal Programs Division)

EXECUTIVE SUMMARY

This contract provides early education and child care services for children from income-eligible families in School Readiness child care facilities. Amendment #2 increases child care slot dollars, designates maximum and minimum expenditure requirements for American Recovery and Reinvestment Act (ARRA) funds, and provides that any ARRA dollars not spent during the 2009/2010 fiscal year be reallocated to the 2010/2011 fiscal year.

The original total of $44,556,701 is increased by $1,793,363 to $46,350,064 with the breakdown as follows: $36,442,729 in School Readiness slot dollars, $3,698,968 in ARRA slot dollars and $6,208,367 in unchanged program costs. The total slot funding of $40,141,697 will provide services for approximately 10,035 children based on the average annual rate for care of $4,000. A minimum of $3,036,862 and a maximum of $3,698,968 of ARRA dollars can be spent during the 2009/2010 fiscal year with any unspent funds to be reallocated for the 2010/2011 fiscal year. The federal/state funding originates with the Agency for Workforce Innovation Office of Early Learning flowing through Hillsborough County School Readiness Coalition, Inc., doing business as Early Learning Coalition of Hillsborough County and passed to Hillsborough County Public Schools to provide early education and child care for children from eligible low-income families. The term of the contract is July 1, 2009 through June 30, 2010.

EVALUATION

Each year the financial statements are audited by Hillsborough County School Readiness Coalition as prescribed by law. The funding for Early Learning Coalition of Hillsborough County is provided through federal dollars. The flow-through dollars are channeled by Agency for Workforce Innovations. School Readiness Program uses these funds to purchase child care in Hillsborough County. There is no district-generated revenue used for this purchase.
