SUBJECT / RECOMMENDATIONS

Approve Amendment #1 of the Contract with Boys & Girls Clubs of Tampa Bay (Student Services and Federal Programs Division)

EXECUTIVE SUMMARY

This contract allows the Boys and Girls Clubs of Tampa Bay to deliver child care services to eligible low-income families participating in the Child Care Purchasing Pool program. The term of the contract is July 1, 2009 through June 30, 2010. Currently, the Boys & Girls Clubs of Tampa Bay has no enrollment under this funding, is unable to enroll new children due to state child enrollment restrictions, and is unable to utilize the remaining funding amount of the contract. Amendment #1 is written to close out the remaining dollars for redistribution to entities able to use the funds by June 30, 2010, for child care services for Hillsborough County families.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

* Align financial resources to support the district’s strategic goals

FINANCIAL IMPACT (Budgeted: Yes)

The original total funding of $25,000 is reduced to $1,598, which allows the Child Care Executive Partnership, funder of the program, to redistribute the remaining $23,402 to other Child Care Purchasing Pool match contributors throughout the county. The one-to-one match funding will cover child care services for approximately 33 school age children through the current fiscal year based on the monthly average rate of $276.50. The Child Care Purchasing Pool funding originates with federal and state allocations.

EVALUATION

Each year the financial statements are audited by Hillsborough County School Readiness Coalition as prescribed by law. The funding for Early Learning Coalition of Hillsborough County is provided through federal dollars. The flow-through dollars are channeled by the Agency for Workforce Innovations. The School Readiness Program uses these funds to purchase child care in Hillsborough County. There is no district-generated revenue used for this purchase.
