Approve First Amendment to Sulphur Springs Library Partnership Agreement Between the School Board of Hillsborough County and Hillsborough County

EXECUTIVE SUMMARY

On January 27, 2009, the School Board of Hillsborough County approved the Sulphur Springs Library Partnership Interlocal Agreement between the School Board and Hillsborough County. The Agreement established the terms and conditions for the School Board and the County to jointly construct, operate and maintain a library facility on the campus of Sulphur Springs Elementary School. The School Board completed the construction and the County appropriated $770,000 for the design and construction costs. The School Board has ownership of the facility and both parties have joint right of usage.

The requested First Amendment to the Agreement details the County's request for additional security personnel after non-regular school hours, plus installation of two light poles on the School's parking lot. The County will contract with and pay for Hillsborough County Public Schools Security personnel, Hillsborough County Sheriff's Office or the Tampa Police Department, or a combination thereof, for security services. The County will be responsible for funding the equipment, installation, maintenance and monthly electrical costs for the light poles on the School's parking lot and the School Board will provide reasonable access for any necessary work associated with the installation and/or maintenance.

The Amendment has been reviewed by the School Board Attorney as to form and sufficiency.

On March 31, 2010, the Hillsborough County Board of County Commissioners approved the Amendment and are submitting same for the School Board's final approval.

FINANCIAL IMPACT (Budgeted: No)

Approval of the First Amendment to the Sulphur Springs Library Partnership Agreement between the School Board and Hillsborough County will have no financial impact on the School Board. The County will assume responsibility for funding the additional security personnel and for the installation of two light poles at the Sulphur Springs Elementary School parking lot, including the monthly electrical and maintenance costs.
