Approve Renewal Agreement for Educational Services and Facilities Usage with the City of Tampa for Fire Fighter Training by Learey Technical Center, 2010/2011 (Workforce and Continuing Education)

EXECUTIVE SUMMARY

We request approval of the renewal Agreement for Educational Services with the City of Tampa Fire Rescue Department to provide training to the City of Tampa fire fighters and paramedics. Learey Technical Center successfully initiated training for the City of Tampa fire fighters and paramedics in 1988. Approximately 700 City of Tampa Fire Rescue employees are trained in the areas of fire fighting science and techniques as well as emergency medical procedures. This agreement is mutually beneficial for continuation of necessary fire fighter sciences training for the City of Tampa. This continuation agreement for public service training of City of Tampa Fire Department employees shall be in effect retroactively from July 1, 2010, through June 30, 2011. Each year documents which include tuition and fees are delayed by several factors related to the establishment of those rates: the recommendation of the Legislature; the signing/line-item veto of the Governor; the official fee memo from the Department of Education indicating the acceptable range of fees; calculations and recommendations of fee schedule; School Board approval of tuition and fees; and negotiations with agencies to insure mutual agreement prior to submission to the School Board for approval. Traditionally classes continue and are not disrupted during this process.

FINANCIAL IMPACT (Budgeted: Yes)

This item is included in the divisional general operating budget. The City of Tampa will pay up to $80,185.98 for Fee Support classes. Funds remitted by the City of Tampa cover instructor salaries and benefits, as well as, school and district indirect costs.

EVALUATION

Evaluation will be based on an analysis of the number of hours of fire fighter training provided by June 30, 2011.
