Accept the Lowest and Best Bids Submitted by Various Vendors - Invitation to Bid (ITB) #10020-MST Painting Services (Business Division)

EXECUTIVE SUMMARY

This bid was prepared at the request of the Facilities Maintenance Support Department to establish fixed pricing for painting services. This ITB may be renewed in four one-year increments subject to negotiations.

Responses were evaluated and certain factors, including square footage price, hourly rate, non-standard surface repair and material markup, were used in determining the three lowest scores. In an attempt to provide additional bidding opportunities for vendors, award of this contract shall be to the lowest bidder per maintenance area (Maintenance Central, Maintenance West and Maintenance East), which resulted in award to three SBE vendors. They have selected which maintenance area they prefer to service as follows: Above the Rest Contractors, Maintenance West; Pizzazz Painting, Inc., Maintenance Central; and Brown's Painting, LLC, Maintenance East.

This recommendation has been reviewed by the Facilities Maintenance Support Department Manager. A more detailed review of the specifications can be obtained by contacting the Procurement Department.

Funds of approximately $700,000 will be available in the Facilities Maintenance Support Department budget for painting services.

EVALUATION

Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team. Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report. Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
